It would be less confusing for you if you got rid of whatever source you used for the card text you presented in your first post, which is wrong.

If you were at close range, what would a hand strike do?

Ok, I get it now. So per say... my opponent maneuvers to Long and then we declare strikes. My 1st minion (blocking) can use long ranged strike cards and my winged second can just use hand strike or melee weapon strike (example: brass knuckles)or some other hand strike card.

A melee weapon strike card would be fine too. For example, Undead Strength on your Brass Knuckles.

This thread is interesting in that it has made me realize Winged Second isn't completely useless (as I had imagined before). It's a bit cornercase, and arguably pretty bad, but not completely useless
