Shouldn't this effectively end this discussion. If you have reveled a card without declaring it's effects you have not played the card (since declaring it's effect is part of playing the card). Then you have only revealed the card to the other players which is not allowed.

If you aren't declaring the effects of the card, then what are you doing? You've revealed the card, then doing something other than declaring its effects when you should be declaring its effects.

"A card is played by placing it face up in the playing area or by showing it to the other players and placing it face up in the ash heap. The player completely declares the effect of the card when it is played."
When it is played. Not "after you do other things". When it is played.

A card is played by... (list of criteria)
Until the criteria are met, the card is not played. We already know that it doesn't go to either place listed in the rules but is officially in a limbo, so it cannot be 'played' until its effects are declared.
