Because thaumaturgy would at least give him some versatility with access to stuff like rutors hand and magic of the smith. Generally 10 caps without titles or multiacting possibilities don't see much use.

Well the justicars, ICs, and princes are already like what, third of all the vampires in KoT? Thats lot more powerful vampires than in most sets.

There's a couple of others - Ariadne, Gustaphe, the DEM malks, mostly.
And Andre LeRoux.
