and what startles me is : you don't want cybel with the hordes and let them go with grouping 2, but don't you realise that Huitzilopochtli has the same ability to play tend the flock twice a turn ? I can't really figure if you are thinking about all the implication or just having a knee-jerk reaction.

seriously, what is the real problem with cybele having the hordes around ? Is it the fear that people would play tend the flock twice a turn ? I can't understand what seems like irrational fear. There are already plenty of overbroken decks around (honor the elder or girls will find type), do you have the feeling that all the players will suddenly decide that Cybele is the new bloater in town ? :/personally, i'd make Hordes GR6+2, not 'ANY'; wouldn't like them to get mixed up with Cybele's extra MPA.

That. People already do much worse with Cybele (or even without, since not all decks that bring multiple 11 cap use MPA), so if I have not forgotten a super strong master for Hordes, I don't see the point.
Also, I have not seen a lot of deck with horde trying to play the Parthenon ; secret library have only one in TWDA, and seem to play the parthenon for playing presence master and Path of evil revelation more than Tend the flock.

You remove design options and increase problems by disallowing the grouping rules wholesale.
Here's a good 197 post thread about allowing the grouping rules to use any odd and even combination.
The new player is not aided by the abolition of the grouping rule.
The player with the most cards has the best crypt and wins.
The designer of new cards has to consider every vampire in the game instead of only the adjacent groups intended for the new vampire.

As for the grouping rule, the long term vision is to allow more vampires to be printed without unduly degenerating deck design.
Is there something else you're thinking of?
