Card idea: Trust no One

How about something like this instead? I'm not great at templating cards, but hopefully it gets the point across.

Strained Relations
Political Action
Successful referendum means that until your next minion phase, allies do not untap as normal during each Methuselah's untap phase. A Methuselah may spend 1 pool for each ally they wish to untap during their untap phase.

That would be fairly balanced, though could also make it to tap them as well, comparable to Snipe Hunt
