As has been suggested, it could trigger during your untap. Then, you would need to have played a villein/minion tap in addition to a vessel the previous turn to make it go off with masters. This would limit its effectiveness to girls decks.

I feel the skill card being mandatory is the strongest fix.

Thats a bit harsh, nobody would play the card anymore after that.

The least messy fix not requiring errata or card text migrations is obviously to define the Bahari keyword in the rulebook and give them some sort of downside.

Independent is a good start.
